Pender Community Development, Inc. (PCD) is currently conducting a Comprehensive Planning Program to determine both the present and future needs of the community for the next 10 years.

As a component of that process, the village is asking the citizens of Pender and the surrounding areas to provide their opinion on the needs and wants of the community by completing a “Citizen Survey.”

The Survey will ask for input from community members on issues regarding housing, businesses, public facilities and services and future growth of the village. Surveys will be available starting Tuesday, October 30 to take online at and hard copies available at the Village Office, CharterWest Bank and Frontier Bank in Pender. Hard copies should be returned to the Village Office and online Surveys completed by Friday, November 30. Participants of the survey will be eligible to win a $50 gas card by providing their contact information after they have completed their survey.

PCD is completing the Planning Program with the assistance of Hanna:Keelan Associates, P.C., a Nebraska-based community planning and research consulting firm. Hanna:Keelan assisted the village with its 2010 Comprehensive Plan and works extensively in communities throughout Nebraska preparing comprehensive plans, zoning regulations, housing studies, downtown and redevelopment plans and assisting communities in implementing both family and elderly housing programs.

The Planning Program will include the preparation of a Community Housing Study and a new Comprehensive Plan with a review and revision of the Village’s Zoning and Subdivision Regulations.The program is being funded by the Nebraska Investment Finance Authority, with matching funds from PCD.

In addition to completing the survey, citizens of Pender will have the opportunity to participate directly in the development of the new Comprehensive Plan and Housing Study by participating in public informational meetings that will be announced at a later date.
